In addition to counting mail-in ballots, county officials must review nearly 9,000 provisional ballots, given to voters at the polls when their eligibility is in question. The counties have until Aug. 20 to finish. kobach leads by 120, with 9000 to count. my guess is he will not do well with provisional voters, since he is the one making them use a provisional vote.
