Friends, Indiana's Constitution requires the revenue from "all forfeitures" to go to schools. But police and prosecutors in Indianapolis keep millions of dollars in forfeiture proceeds for their agencies, and a state trial court judge recently ruled that's okay because "all forfeitures" does not include civil forfeitures.
