Institutionalization of graft department:

Once upon a time there was a place called Tammany Hall. It was a corrupt democratic machine that ran New York. The machine would tax citizens, and then funnel the money into the pockets of politicians. Plunkett of Tammany Hall tells that story.

Then Hillary Clinton became senator of New York and cleaned things up and we no longer have to worry about that kind of thing.

The charges against the former aides, Joseph Percoco and Todd R. Howe, and the state official, Alain Kaloyeros, were the culmination of a long-running federal investigation into the Cuomo administration’s attempts to lure jobs and businesses to upstate New York’s limping economy by furnishing billions of dollars in state funds to developers from Buffalo to Albany.
