Hasen, http://electionlawblog.org/?p=85292, thinks Trump may be violating a consent agreement the RNC signed back in the day.
I think Trump's comments can and should reasonably been seen as a call for poll watchers, just like Obama had, and like Clinton had.
When I was denied the vote in 2008, I was able to go to the Obama campaign poll watcher and fill out an affidavit documenting what had happened. Unfortunately never saw it again; it would have helped counter the perjured testimony by the poll worker that I wasn't there long enough for her to offer me a provisional ballot.
Update: Trump campaign has responded, saying pretty much what I said above.
