OK, but let me ask what might be a more interesting question:
Should non-citizens be allowed to blog?
And how would you stop them?

It ran in the Los Angeles Times, which doesn't seem to have caught on that part of the plan for the voucher system is to make it illegal for the Los Angeles Times to report on politics.
