OP ed by a Tennessee student who can't vote because he can't afford ID, because his truck is still on his parent's insurance in Georia. On the one hand, maybe he should be voting in Georgia, although he doesn't live there. On the other hand, it might be a 24th Amendment violation. If he could afford a rushed passport, around $200, he'd be able to vote. It's effectively a poll tax. Maybe his wanting to vote in Tennessee while keeping his truck in Georgia is a kind of voter fraud. I'm having a hard time sorting this one out.
